GENERAL PURPOSE

Under the general supervision of the RDA Director, the Economic Development/RDA Analyst is responsible for the development, progression, and completion of multiple small-, medium-, and large-scale RDA projects. The individual analyzes proposed projects, creates budgets, tracks finances, assesses eligibility for payments, ensures financial accountability, verifies compliance with Agency goals and objectives, coordinates and collaborates with the RDA Director on various programs and projects and develops policies in coordination with Agency direction.

This position requires training and experience in local, state, and federal rules and regulations related to redevelopment, grants, housing, tax-increment financing and experience in proposing, compiling, and completing such projects.

ESSENTIAL JOB FUNCTIONS

• Meet performance standards established with the employee's manager;

• Assists the RDA Director in preparing comprehensive housing plan and subsequent strategy documents;
• Assesses community needs, evaluates demographic information and recommends goals and direction for agencies various development projects;
• Plans and coordinates the implementation of projects approved by the Agency by securing bids, negotiating with developers and property owners, and authorizing contractual changes;
• In coordination with the RDA Director, solicits and facilitates various meetings with community- based organizations, commercial developers, financial institutions, other government agencies, and the general public for involvement in the planning and execution of the Agency programs;
• Prepares complex financial analysis of redevelopment and economic development data and modeling for projects and programs.
• Under the direction of the RDA Director, oversees and executes financial transactions among the Agency, property owners, Agency counsel, outside financial institutions, borrowers, contractors and Maintains extensive and comprehensive records of all transactions and accounts for funds expended;
• In coordination with RDA Director, plans, prepares, and presents findings and recommendations on current and proposed projects and programs;
• Under the supervision of the RDA Director, develops agency related programs and policies for approval by the Agency Board;
• Administers and markets Agency's various programs;
• Works with Agency in-house and outside counsel on drafting, reviewing, and executing legal documents for Agency transactions;
• Supervises the design, financing, and construction of Agency-assisted development projects to ensure compliance with Agency agreements;
• Performs technical work in support of economic development, redevelopment, and housing programs, projects, and grants;
• Assess community needs and recommend goals and direction for redevelopment and economic development
• Implement redevelopment area plans as adopted by the Agency Board and City Council;
• Research, obtain, and administer funding through tax increment financing, grants, and general program budgets;
• Coordinate administrative procedures related to redevelopment and the integration with city-wide programs;
• Represent Agency and City on various boards and community organizations;
• Maintain relationships with economic development partners such as the Economic Development Corporation of Utah and real estate agents/brokers working in Midvale to coordinate redevelopment and economic development efforts in the area;
• Identify and coordinate interactions with companies interested in relocating to and expanding in Midvale;
• Form and maintain relationships with existing Midvale businesses to promote their growth and success;
• In collaboration with RDA staff and other City departments, identifies grant opportunities, prepares application materials, and manages, as appropriate, successful grant awards;
• As directed by the RDA Director, composes and coordinates responses to inquiries from the public, including those from community-based groups and others submitting requests to Agency through email and other Researches and drafts responses to inquiries, concerns and provides follow-up on previous actions;
• Promotes Agency programs, projects, and initiatives by creating, writing, assembling, and producing documents and materials, including power point presentations, newsletters, web site material, photographs, and press releases;
• Serves as Agency's primary analyst on issues, gathering and producing relevant housing, demographic, and economic data useful to City officials, businesses, and residents;

Exempt Status: While the schedule of the employee in this position is flexible, the following is expected to ensure availability and coverage within the department and duties are accomplished:

MINIMUM QUALIFICATONS

• Education and Experience:
• Bachelor's Degree in Public Administration, Finance, Business Administration, Community Development/Planning, or related fields; plus a minimum of three (3) years directly related experience with a local
