Responsibilities

GENERAL DUTIES 

This is a full-time, exempt position working under the direction of the City Manager. The Director is responsible for overseeing the operation, management, and strategic planning of all city-owned utility systems, road infrastructure, facilities, parks, cemetery, equipment, and public spaces, as well as assisting with the planning and implementation of city events. Prepares and manages the department budget. Oversees department staff and all personnel-related matters. Represents the Public Works Department to other departments, elected officials, and outside agencies. Serves as a member of the City’s Management Team. Performs other duties as assigned.

ESSENTIAL FUNCTIONS

  • Responsible for planning, organizing, supervising, and directing the operations and maintenance of the Public Works Department including project management, utility services, infrastructure, and city programs and events.
  • Oversees department staff and fosters positive work environment
  • Works in coordination on the planning, management, and delivery of capital improvement projects.
  •  Responsible for fleet management of department vehicles and equipment
  • Oversees the planning, maintenance, and improvement of city parks and trails
  • Prepares, recommends, and administers the department's budgets, and oversees department purchasing
  • Plans, organizes, directs, and implements department safety programs and risk management processes
  • Serves a key role in the planning, organizing, coordinating, and implementing of the City’s 4th of July Celebration
  •  Responsible for managing all snow plowing operations, including plowing as needed.
  • Daily work in all areas of Public Works, including but not limited to water, sewer, streets, buildings, parks, equipment, etc. to include maintenance and repair of those systems.
  •  Responds to emergency situations and directs appropriate response, remaining on-site as needed.
  • Responds to and resolves citizen inquiries and complaints regarding department operations.
  •  Serves as a member of the City’s Management Team

Qualifications

QUALIFICATIONS

Required:

  • Bachelor’s Degree AND Five (5) + years’ experience related to above duties*
  • Or an equivalent combination of education and experience
  • Two (2) + years’ of supervisory experience
  • Certifications: Water Distribution Operator IV, Wastewater Operator IV, Backflow, Cross-Connection
  • Valid Commercial Driver’s License (CDL), Class B
  • Completed NIMS & ICS Training (or able to complete within six months)
  •  Ability to communicate in writing and verbally, meet deadlines, multi-task, and stay organized.
  • Positive work attitude; reliable, and ability to maintain a good working relationship with fellow employees, supervisors, and the public.

Preferred:

  • Bachelor’s Degree in Construction Management, Engineering, Public Administration or related field
  • Utility Management Certification
  • Related additional certifications
